Justin is the founder of Transparency Counsel and the attorney who handles every matter personally.
Before founding the firm, Justin spent four years as an Assistant Attorney General in the Open Records Division of the Texas Attorney General's Office, where he drafted over 1,500 Open Records Letter Rulings. That experience — working through PIA requests from the inside, across virtually every type of governmental body and exception category in the statute — is the foundation of what TC does today.
Transparency Counsel represents Texas governmental bodies in public information matters before the Attorney General's Office. Engagements are handled directly by Justin, on a per-brief basis, with no retainer and no minimum commitment.

Public Information Act Representation
When a governmental body receives a request for information it has a legitimate basis to withhold, it must submit a written brief to the Attorney General's Office explaining its position under the applicable exception. That brief is the record ORD evaluates — and how it's written determines how the ruling comes out.
Transparency Counsel drafts those briefs. The work includes analyzing the requested records against available exceptions, identifying the strongest defensible grounds for withholding, and preparing a submission that reflects how ORD actually evaluates these arguments. Representation covers the full briefing process, from initial exception analysis through final submission to the Attorney General's Office.
Engagements are handled on a per-brief basis.
